I really like the phase comparison tool that pops up when a project is cloned or imported, but a user cannot update the phases from the catalog without the catalog permission "Manage Phases". I would like my users to be able to use the phase comparison tool without being able to make changes to the catalog on the database. Maybe have a permission that allows users to pull information from the catalog but not write to the catalog.
