I like this idea, like a price type but for labor. Can be assigned to each customer in the database so it comes up the same for that customer each time if you want it to.

The typical solution is to create project templates that house the alternate labor rates. A project created from the template inherits the labor rates. But I do believe you have a great idea here. Similar to how "Payment Terms" work, where you can choose a set of payment terms for a project. The same idea should work for Phases (Labor Rates).

Kevin Frye: I agree and that is how we are running it currently. However the labor get tied to an item. So you have to be careful and check all items and make sure they are on the right labor depending on the job. I would be nice to be able select a predefined labor classification for the entire project. That way you would not have to check each item to make sure its on the right labor classification.
