Prior to V20 we had the ability.
Bring back the ability to import via .csv file, basic labor hours for a catalog item. Should there be a need for more complex breakouts of an items labor hours. Let those users manually manipulate their data or created additional mappable fields.
I suspect most organizations are just looking for a basic/standard installation time/rates for an individual item(s).

I thought we had fixed this in a v20 update but apparently it only works in projects. As a workaround that works today, create a project for importing items. Use the Import and Update from CSV feature in the project to import the items from CSV. With this feature you can map to "Labor Type" and "Total Labor Hours". Then, you can Update to Catalog from there and this will overwrite any Labor Types and Hours in those within the Catalog.
