Convert a pending CO to a new project.

Been running into this on construction jobs. The customer and billing for the construction is different from the end user. End user requested changes that start during the construction process remain pending when the job is completed, but they still want this work to be done and I have to open a new project and manually redo the work.

This issue comes from a gap between who pays for the project and who requests changes. End‑user requests often fall outside the original scope, so when the job closes they remain pending and force you to open a new project. A smoother approach is to formalize these requests as change orders tied to the original project, clarify who can authorize changes, and use project management tools that let pending tasks roll forward instead of requiring a new project each time.
