Can there be a special page break character for RTF files/scope of work files that would be recognized by the system so that the user does not have to press enter multiple times in RTF to set the content in line within the next page?

If your system parses or generates RTF, and you'd like to support an easier or symbolic trigger for users (e.g. [[PAGEBREAK]]), you can implement a preprocessing step that:
Scans the content for a placeholder like [[PAGEBREAK]]
Replaces it with the actual RTF control word \page before saving or rendering
