I think there might be a little confusion about how this works. When a CO is approved, it becomes part of the current project pricing. Choosing different filter options to show/hide internal COs, pending COs, or rejected COs, has no impact on current project pricing. These filters only control what details you show in the report.
The only problem I see in the example data is the internal CO with a negative value. When processing internal COs that have items removed, you should capture the negative price in a Placeholder when approving the internal CO. That would keep the internal CO at zero dollars and not have an impact on the CO history if they are not included.
If you allow internal COs to be approved as a negative price, you should probably include them in the CO history.
